Enforcement Commences for Transport Canada’s Client ID Database on October 25th

 Introduction

The internal audits conducted by Transport Canada in 2006, along with audit reports from 2011 and 2020 by the Office of the Commissioner of the Environment and Sustainable Development (CESD), revealed significant gaps in Transport Canada's oversight of dangerous goods (DG) activities, including importation, offering for transport, handling, and transportation. These findings prompted Transport Canada to develop a comprehensive TDG (Transportation of Dangerous Goods) database. This database is intended to enhance risk assessment capabilities and establish a robust oversight program, addressing the critical need highlighted by the occurrence of 2,500 reportable TDG incidents between 2009 and 2021.

As a direct response to these challenges, starting on October 25th, 2024, entities that own or operate sites falling under the definition of handling dangerous goods must register with Transport Canada's Client Identification Database (CID) platform. After registration, renewal is required within 30 days of the anniversary date of the initial registration by validating or, if necessary, updating the information. This initiative aims to bolster safety and regulatory compliance, ensuring a systematic approach to managing the risks associated with the transportation of dangerous goods.

 

Site refers to a permanent location where dangerous goods are imported, offered for transport, handled, or transported and are in the direct possession of a person conducting these activities. It does not include locations where dangerous goods are used solely in the scope of a person’s work or as raw materials in products they manufacture. Click here for the regulation
