The Compliance & Regulatory Affairs (CRA) Q2 meeting is in person on June 23, 2026, at the Chateau Nova in Edmonton, Alberta. This meeting will have key government representatives from Alberta Transportation and Economic Corridors. In addition, we will have an Emerging Technology Carrier Safety Panel, where government, industry, and technology leaders will jointly explore how the sector is shifting from traditional paper-based compliance systems to connecting digitally.

Speakers


Ajay Khara is the Executive Director of Driver, Vehicle, and Carrier Services with Alberta Transportation and Economic Corridors. He has 14 years of public sector experience in policy, system reform, and program delivery, having previously held leadership roles within the Health and Seniors portfolios.
Ajay holds a Master of Public Health and an MBA. He also has practical experience in the transportation industry, having worked as a Class 1 commercial driver while completing his graduate studies.
He lives in Edmonton with his wife, children, and parents. In his spare time, he enjoys yoga, swimming, and traveling with his family.


Brian Taylor is a Professional Transportation Engineer and VP of Sales with Fleetworthy Infrastructure Solutions (formerly Drivewyze).
Brian has over 36 years of experience in technology and deployment strategies used for commercial vehicle screening with government enforcement agencies across North America.  These systems focus on keeping trucks moving while ensuring compliance with the goal of improving truck safety and efficiency.
Brian is considered a subject matter specialist in the detection and measuring technologies used at inspection stations, including automatic identification, weigh-in-motion, flat tire detection and thermal brake inspection.
Brian has helped lead the development of commercial vehicle bypass programs, working with the industry and government to use these systems to improve efficiency and using connected truck technologies to provide in-cab safety notifications and analytics.
Mr. Taylor sits as a member of or is retired on several technical and industry committees, including the Transportation Research Board (US), National Conference on Weights and Measures (NCWM) the Commercial Vehicle Safety Alliance, and the Intelligent Transportation Association of Canada.

 


Dennis Van Horn is the Business Development Manager, Government Services at Drivewyze. He has worked in the transportation space for over a decade with deep experience in working with industry to expand the reach of the Drivewyze (now Fleetworthy Infrastructure Solutions) services through strategic technology partnerships and working directly with the commercial vehicle industry across North America.
Dennis has worked directly with the panel members ISAAC and HSE, as well as the AMTA, through the years, and is looking forward to continuing to do so.

 


Lindsey Wagner is the Executive Director of Monitoring and Compliance with Alberta Transportation and Economic Corridors.
Lindsey brings over 20 years of experience with the Government of Alberta, spanning work with a multitude of different departments from Public Service Commission, Education, Labour, Jobs, Economy and Innovation, Justice, and Public Safety and Emergency Services. Throughout her career, Lindsey has held senior leadership roles responsible for oversight of investigations, audits, and appeals across a wide range of regulatory and organizational matters. She has extensive experience leading complex, high‑risk investigations and compliance reviews, ensuring decisions are evidence‑based, procedurally fair, and aligned with legislative and policy frameworks. Her work in appeals and adjudicative processes reflects a strong foundation in administrative justice, including formal training in principles of natural justice, procedural fairness, and quasi‑judicial decision‑making. In addition, Lindsey has deep expertise in employee and labour relations, including collective bargaining, negotiations, arbitrations, and dispute resolution, and is recognized for her ability to navigate complex, sensitive issues with sound judgment and integrity.
Lindsey holds a Bachelor of Arts from the University of Alberta, Human Resources diploma from MacEwan University, and a CPHR designation.

 


Samuel Elkins is the Founder and Chief Growth Officer of Strategic HSE Systems Inc., a transportation compliance and safety consultancy headquartered in Peace River, Alberta, with an Eastern Canada division based in the GTA. The firm serves carriers from coast to coast.
A Professional Forest Technologist by trade, Samuel brings over 30 years of experience across forestry logistics, commercial transportation, and government oversight. He began his career in British Columbia and northern Alberta, has served as an RCMP Auxiliary Constable, and has been a Certified External COR Auditor for nearly 20 years.
Samuel founded Strategic HSE 16 years ago. The firm operates as an extension of its carrier clients’ teams, working directly with owners and operators who carry personal liability for their fleets. He has sat on both sides of the audit table and built his practice around the operational realities carriers face on the ground, not the version that lives in a binder.

 


Samuel O’Neill is a premier utility player in the trucking industry, expertly bridging the gap between high-level operational technology and essential regulatory compliance. With over 18 years of experience at ISAAC, Sam leverages a deep technical background to develop automated workflows and real-time data solutions that reduce friction for drivers, ultimately streamlining safety and compliance challenges.
